Checked bags can now be opened without the owner present at Thai airports

New checked-baggage rules from the Civil Aviation Authority of Thailand took effect on 16 October 2026. Security officers may now open a checked bag without its owner present when they have reasonable grounds for suspicion. The search has to be filmed, and the officer leaves a Notice of Baggage Inspection inside the bag.

Suvarnabhumi Airport says this does not mean every bag will be opened. On 21 October it answered a complaint about a bag that arrived in Chongqing on Hainan Airlines HU424 looking searched: screening records and CCTV showed the bag passed the scanner with no alert and was not opened by airport security. Sorting and loading are done by the airline and its ground handler, so the airport sent the passenger to Hainan Airlines and suggested a police report.

The airport's advice: keep valuables and documents in your carry-on, check your bag before you leave, and use a lock that meets the screening rules. If you find the inspection notice, airport security opened it; if you find no notice, the complaint goes to your airline.
